Kate Fenner understands hospital leadership. First as a nurse and later as an education leader and consultant, Fenner has immersed herself in the regulatory and operational issues that face today’s healthcare organizations.

As Managing Director and CEO of Compass, Kate uses her problem-solving and communication skills to help clients meet their clinical and cultural goals, focusing on organizational optimization, performance improvement, and regulatory compliance. Kate has led and participated in dozens of mock surveys to help healthcare organizations meet the standards and expectations of regulatory bodies such as the Joint Commission, the Centers for Medicare and Medicaid Services, and State Departments of Health, and guides hospitals and health systems through accreditation and regulatory compliance response and recovery efforts.

A regular keynote speaker throughout the country, she authored a leading college text on law and ethics in healthcare, co-authored other texts on a variety of healthcare issues, and currently serves on the editorial board of the Journal for Nursing in the 21st Century.

Mark ReifsteckMark Reifsteck, MHA, FACHE, Managing Director
With expertise in performance improvement methods and program implementation, Mark Reifsteck knows how to achieve strategic and operational results. As Managing Director of Compass Clinical Consulting, Mark draws on his experience as a leader of a professional services advisory firm and two healthcare systems to provide exceptional service to Compass clients.

An experienced healthcare executive with achievements in complex, values-based organizations, Mark is committed to building strong relationships with physicians and departmental leaders. In previous positions, Mark achieved system-leading performance in Value Based Purchasing measures and colleague and physician engagement. By implementing a new clinical information system, Mark was able to reduce medication errors by 80% at a health system and also achieved an average operating margin of greater than 7% in the hospital division of the delivery system. He is a Fellow of the American College of Healthcare Executives, a Board member of Bethesda Health Group, and serves on several not-for-profit boards.

A founder of Compass services in 1979, Peter has more than four decades of professional leadership experience focusing on organizational effectiveness within healthcare, higher education, corporate, and community environments. As Corporate Treasurer and Managing Director for Compass Clinical Consulting, Peter continuously seeks new ways to meet the needs of the healthcare industry.

Peter has been a National Science Foundation-funded national project director and researcher, officer of several national professional societies, start-up dean for a new university, and Vice-Chancellor for Academic Affairs. In his early work with Compass, Peter led a variety of consulting projects involving communications systems optimization, strategic planning, and management initiatives. In recent years, he has turned his skills inward to help Compass respond to the current issues facing healthcare leaders.

Jim MahonJim Mahon, PhD, Managing Director

Jim Mahon knows how to instill an institutional environment that is philanthropic, collegial, and transparent. For over 25 years, he has led the operational improvement and institutional advancement efforts of universities, academic medical centers, hospitals, and health systems.

As a Managing Director with Compass, Jim draws on a depth of experience in business development and leadership roles, including Managing Director of Bartlett & Company, a registered investment advisory firm, and Vice President of Development for Franciscan Health System of Cincinnati and Union Institute University. Informed by these experiences, Jim uses his strong interpersonal skills and knowledge of institutional structures to help Compass clients create sustainable foundations and other models for business growth and implement solutions to assist clients in providing safe, quality care.

Hugo Aguas

Hugo A. Aguas, MPA, Director of Interim Services

Hugo Aguas knows how to establish a culture of excellence in customer service to help healthcare organizations achieve their business goals. He has more than 35 years of experience in human resources management in large health systems, teaching and research hospitals, and community hospitals, as well as experience managing hospital operations in several clinical and support services departments.

As the Director of Interim Services at Compass Clinical Consulting, Hugo develops strategic partnerships with hospital and health system clients and identifies and places skilled interim healthcare executives, clinical directors, and managers to help clients meet both short- and long-range objectives. Prior to joining Compass, Hugo spent more than 10 years as Assistant Vice President, Human Resources at Inova Alexandria Hospital and Inova Fairfax Hospital. Hugo is committed to creating a diversified work force, mentoring and developing others to maximize their potential, and effecting lasting change in healthcare organizations.

Victoria FennelVictoria Fennel PhD, RN-BC, CPHQ, Director of Accreditation and Clinical Compliance

As Director of Accreditation and Clinical Compliance at Compass Clinical Consulting, Victoria manages accreditation and compliance engagements and directs client education and advisement. During her career, Victoria has focused on areas such as evidence-based practice, nursing education, accreditation, risk management, and patient safety. With her clinical expertise and adept communication skills, she can collaborate and enact change at all levels of a hospital.

Victoria has led Compass’ efforts to help healthcare organizations prepare for scrutiny from CMS and TJC. Victoria coaches and mentors hospital and health system staff and managers on survey activities through retainer services, assists with development of plans of correction, and has a 100% success rate in helping hospitals maintain CMS certification. She frequently contributes her knowledge and expertise to healthcare journals, including Compass’ online Hospital Accreditation and Compliance Journal and Becker’s Hospital Review. She is a Registered Nurse, a Certified Professional in Healthcare Quality, a Six Sigma Green Belt, and is board-certified in Nursing Professional Development.
